In the Tepalcatepec River Basin, between the states of Jalisco and Michoacán, agrarian reform, irrigation systems, electric power plants, the development of metallurgy, the repopulation and founding of towns, health campaigns and educational infrastructure were pioneered by General Lázaro Cárdenas. For this reason, more than 50 years after the founding of the Felipe Carrillo Puerto Ejidal Center, also known as La Ruana, this title is used to remember the visionary who had the sensitivity to understand the problems of the inhabitants of the basin.
