In the Tepalcatepec River Basin, between the states of Jalisco and Michoacán, agrarian reform, irrigation systems, electric power plants, the development of metallurgy, the repopulation and founding of towns, health campaigns and educational infrastructure were pioneered by General Lázaro Cárdenas.
